Construction of Tulsa by order of the Pentagon was completed by the American branch of the Australian company Austal in Alabama in 2017. It became the fifteenth such ship of the coastal zone, received by the US Navy, as well as the eighth ship of the Independence class.
Tulsa has a displacement of about 3.2 thousand tons and is designed for action in shallow coastal waters. The maximum speed of the ship reaches 74 km / h, the crew – up to 70 people.

The ship of the coastal zone of this type has a modular design and is designed to perform the tasks of anti-ship, anti-submarine and mine defense with the use of weapons and auxiliary equipment. The Tulsa hull has been designed to reduce its radar visibility.

The program of construction of ships of this type has been severely criticized in the us Congress. Republican Senator John McCain (1936 – 2018) called it a good example of useless spending, while the Pentagon stressed the importance of creating such ships for naval operations.
