The office of the legal counsel of the White House is studying the legality of the possible introduction of a state of emergency in the United States to bypass Congress to obtain funding for the construction of the wall on the US-Mexican border. Since December 22, the US partially suspended the work of the Federal government due to lack of budget funds. This was due to the fact that the Republicans and Democrats in Congress failed to agree on the parameters of the state budget, in which Trump and the Republicans in an ultimatum want to include funds for the construction of the barrier on the border with Mexico.
